EMCC has provided consulting
services in the fields of training, needs assessment, human resources development,
establishing performance improvement systems, preparing organizational
structures, marketing studies, etc.
Capacity Building is one of the most important
fields of EMCC activities. Since its establishment in 1993, EMCC has
contributed in the development of technical and managerial capabilities
of a vast number of professionals in Gaza Strip. EMCC is one of the
major institutions providing consulting services in the development of
municipal performance and management.
The

Capacity Building and Training:
EMCC provides specialized training courses in several disciplines like
project management, planning, financial systems, etc. EMCC adopts modern
training methods that are oriented towards improving the skills and
exchange of experience. EMCC utilizes modern training tools such as
computer labs, case studies, exercises and advanced audiovisual
instruments. EMCC continuously reviews the contents and structure
of its training courses in order to be up-to-date with the rapidly

The consultancy includes the following

- Restructuring of all institutional
units to reflect effectiveness and efficient flow of commands
- Full description of all institutional
units functions and mandates
- Determination of the number of staff
for each institutional unit (work load analysis)
- Preparation of the Transfer Plan of
the municipal staff to the CMWU taking into consideration the service
continuity at the municipalities and smooth allocation of staff at the
CMWU.

The objective of the consultancy is to
prepare new approach for capacity building that responds to the
individual needs of each mayor, administrative and technical staff.
EMCC developed a comprehensive understanding of the full range of
municipal staff skills and training needs for all groups of employees,
mayors, councilors, administrative, technical, financial and
technicians.

Quality Systems:
EMCC provides support the local establishments to obtain quality
system certification according to their scope of work and to
prepare all necessary requirements. EMCC has practically supported
local institutions in this field.
Municipal Services:
EMCC has an extensive and superior experience in the fields of technical
and management of municipal services. EMCC’s team established many
consulting units to support mayors.
The consulting units have acquired the interest of donors and have
been funded due to the distinguished services provided, especially in the

The main objective of this consultancy
assignment is to provide technical assistance to participating
municipalities, as follows:
- Provide technical assistance and
training for participating municipalities, review and comment on
individual procurement plans, infrastructure and services maintenance
designs, goods specifications and bidding documents; (Phase 1)
- Review and assist in supervision
during the implementation (phase 2) of the sub-projects including
reporting on, monitoring indicators, compliance with the minimum
standards as delineated by the MDF such as compliance with the 50%
labor content for the labor intensive sub-projects;
Assist the municipalities in complying
with the approved safeguards for EMSRP II, financial, procurement,
social and environment. This includes on the job and structured
training of municipal staff on approved financial management
procedures, procurement guidelines, community participation and
mitigation measures to safeguard the environment as delineated in the
Environment and Monitoring Management Plan (EMP).

modification to improve the quality of project

method and employment generation estimates.

review is to assess whether a sample of the 5000 SSNRP in West Bank and
Gaza Strip beneficiary households currently receiving cash assistance
have been selected in accordance with procedures defined in SSNRP
Operations Manual and indeed are the lowest consumption level “poor
families” all with a score lower than the cut off point.

objective of this work was to study and assess the food safety
infrastructure in the country and produce a comprehensive report on the
results with a summarized country profile. This report will help the
members of the initiative to draw the road map for improving food
safety infrastructure. In addition to the preparation of a
country profile that summarizes the full assessment report. The
assessment should cover all activities in the West Bank and Gaza Strip.

Environmental Assessments:
EMCC is the first local firm that has addressed this important
issue. EMCC has excelled in conducting Environmental Impact
Assessment (EIA) such that it now provides training to technical teams.
EMCC is also considered a reference in environmental impact assessments
in Palestine.

for the project according to 22 CFR 216 to categorize the project and
decide the level of project's impacts and then the scope of review
required. Review of local relevant environmental laws, policies,
standards, previous studies are necessary.
- Prepare the necessary review
considering the procedures of the 22 CFR 216 guidelines and prepare
monitoring and mitigation plan as appropriate.
- Write and submit an environmental
review report that conforms with USAID regulations and requirements,
including a clear description of the steps and procedures that need to
be followed during implementation and operation of the project
activities.

The primary objective of the consulting
assignment was to prepare a realistic three–year development strategy
and a capital investment program for all the municipal services
provided by the municipality of Rafah. The investment plan addressed
realistic plans to enhance all municipal services through the
formulation of a municipal strategy. Enhancements to municipal services
dealt with service coverage, quality, service delivery organizational
arrangements and financial performance. Through assessments of all
municipal services were conducted and projects intended to enhance all
municipal services were formulated, analyzed and prioritized over an
implementation period of 3 years. Arrangements for financing the 3–year
program were formulated. Total program cost is $US 60 million.
