Development of Project Management System For the Gaza Middle Area Municipalities.

Funded by: Support to Municipal Development and Management in the Middle Area Municipalities (SMDM).

Year: 2007

The main objective of the consultancy is to develop Project Management System (PMS) for the middle area municipalities. The consultancy includes the following activities:

- Evaluate the existing project management system in the middle area municipalities.

- Develop of Unified Specifications, Bill of quantities, Conditions of Contract and Contracts forms.

- Develop Supervision Manual for Construction Projects.

- Develop Unified Procurement Manual.

2.

Skills and Needs Assessment and Development of a Training Program.

Funded by: InfraMan GmbH employed to operate the Coastal Municipal Water Utility (CMWU).

Year: 2007

The main objective of the consultancy is to evaluate the skill assessment of the CMWU staff. The consultancy includes the following activities:

- Carry out interviews with all employees

- Review the quality of personnel records through an assessment of a random sample of service records

- Interviews with Municipality personnel responsible for the maintenance of personnel records

- Establish the skill deficiencies thereby comparing the skills available with the skills requirements as established in the Job descriptions.

- Interviews with training institutions or industry associations in the sector

- Identify the areas where there is now, or is most likely to be, a skills "gap", both in terms of workforce numbers and level of skills. Assess the implications of this for the implementing agency. 

3.

Preparation of Organizational Structure and Transfer Plan for Coastal Municipalities Water Utility (CMWU).

Funded by: InfraMan GmbH employed to operate the Coastal Municipal Water Utility (CMWU), 2007

The consultancy includes the following main components:

- Restructuring of all institutional units to reflect effectiveness and efficient flow of commands

- Full description of all institutional units functions and mandates

- Determination of the number of staff for each institutional unit (work load analysis)

- Preparation of the Transfer Plan of the municipal staff to the CMWU taking into consideration the service continuity at the municipalities and smooth allocation of staff at the CMWU.

Technical Assistance & Training of Palestinian Municipalities in Gaza Strip (25 municipalities) -

Local Government Capacity Building Project (LGCBP) and the Second Emergency Municipal Services Rehabilitation Project (EMSRP II)

Funded: by Municipal Development Fund (through the World Bank and the Government of Netherlands).

The main objective of this consultancy assignment is to provide technical assistance to participating municipalities, as follows:

* Provide technical assistance and training for participating municipalities, review and comment on individual procurement plans, infrastructure and services maintenance designs, goods specifications and bidding documents; (Phase 1)

* Review and assist in supervision during the implementation  (phase 2) of the sub-projects including reporting on, monitoring indicators, compliance with the minimum standards as delineated by the MDF such as compliance with the 50% labor content for the labor intensive sub-projects;

* Assist the municipalities in complying with the approved safeguards for EMSRP II, financial, procurement, social and environment. This includes on the job and structured training of municipal staff on approved financial management procedures, procurement guidelines, community participation and mitigation measures to safeguard the environment as delineated in the Environment and Monitoring Management Plan (EMP).

Assessment of Food Safety Infrastructure and  Problems at the National Level in Palestine Preparation of a Country Profile

Client: The Palestinian Federation of Industries and Palestine Trade Center

Funded by: Islamic Development Bank - Jeddah

Year: 2005

The main objective of this work was to study and assess the food safety infrastructure in the country and produce a comprehensive report on the results with a summarized country profile. This report will help the members of the initiative to draw the road map for improving food safety infrastructure..

The assessment covered all the components described in Section 7 below in producing the final assessment report. In addition to the preparation of a country profile that summarizes the full assessment report. The assessment should cover all activities in the West Bank and Gaza Strip.

 

Microfinance Planning and Management
